License required to run manufactured housing communities

If you operate a manufactured housing community for pay, you must get a license from the board and display it where people can see it. Your application must show you can meet the board’s minimum standards and rules. You must list your legal name and any parent or subsidiary companies. You must report how many sites you have, how many are occupied now, the current minimum and maximum lot rent, any age or income rules, and whether the park is seasonal. You must also list common expenses included in rent and fees, like pet or vehicle fees, maintenance, snow removal, trash pickup, laundry, and storage.

Model rent rules and help for park homeowners

The state’s Office of Policy Innovation and the Future develops and posts a model rent‑stabilization ordinance for towns. It identifies barriers and solutions to build homes on vacant lots. It looks for technical and financial help so manufactured home park homeowners can keep lot rents and fees affordable. It recommends ways to help owners form co‑ops or work with nonprofits to buy their park, and it reviews using regular mortgages to finance park purchases. The office must report results to the Joint Standing Committee on Housing and Economic Development by December 31, 2025.
