Bill Overview
Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Money to pay for task force research
The law provides $125,000 in FY 2025-26 and $25,000 in FY 2026-27 to hire a research contractor. The task force can also apply for public or private grants and donations. This funding pays for analysis and outreach. It does not change tax bills now.
Research on funding to cut property taxes
The task force studies ways to fund long-term property tax relief, including the State’s cash pool. It reviews how other states use investment funds and weighs risks and benefits. It also analyzes how federal funding changes could affect local property taxes. The task force must send an interim report by January 15, 2026, and a final report by December 15, 2026. The tax committee may use these reports to write bills in 2027.
Task force starts now on property taxes
The law takes effect upon enactment, so the task force starts right away. The chairs can gather public comments on property taxes and assessments. The Legislative Council provides staff support, except while the Legislature is in session. The Department of Administrative and Financial Services and the Office of Tax Policy must help the task force’s contractor get the needed data. This improves the task force’s work but does not change tax bills now.
