Stabilization fund for Maine health programs

Beginning April 6, 2026, Maine creates a Stabilization Fund inside the Fund for a Healthy Maine. The Controller credits it with all nonparticipating manufacturer adjustments the State disputes in 2026–2027, 10% of such amounts from 2028 on, and a share of investment income. From July 1, 2027, the fund first covers budgeted program allocations tied to Master Settlement payments before April 30, 2028. Next, if funds remain, it reduces reliance on working‑capital advances or in‑year settlement payments until payments can be budgeted the next year. Finally, any remaining money supports allowable health‑promotion work or health research and planning. If the Stabilization Fund is ended, the balance returns to the Fund for a Healthy Maine.

More health fund support for addiction and schools

Beginning April 6, 2026, the Fund for a Healthy Maine can pay for substance use disorder prevention and treatment. It can also support comprehensive school health and nutrition, including school‑based health centers. Spending allowed under the new Stabilization Fund counts as an allowable use of the main Fund. The law does not add new dollars; funding depends on future budgets.
