PUC limits impacts on home power bills

The commission must keep bill impacts on residential customers as small as possible. This applies when it assigns net energy billing costs and long-term contract costs by rate class. The goal is to limit increases for homeowners and renters.

PUC weighs costs for high demand businesses

When assigning these energy costs, the commission must consider the economic viability of businesses in that rate class. This applies to customers with instantaneous demand of 400 kilowatts or more, or who take service at subtransmission or transmission voltage. The commission should avoid allocations that threaten those businesses.

New rules to split costs across utilities

The commission allocates net energy billing costs to each investor-owned utility based on its retail kilowatt-hour sales to customers who pay those costs. If a utility gets a monetized net financial benefit from local distributed generation that is not already in rates, that benefit must reduce its share. The commission may decide the method and can order transfers of funds between utilities. For both net energy billing and long-term contracts, the split groups each customer rate class across both investor-owned utilities. For long-term contracts, the commission makes this allocation each year.

PUC must start case, report by 2026

Within 14 days after the law takes effect, the commission must start a case to split net energy billing costs and long-term contract costs and benefits as the law requires. The commission must issue an order as fast as possible. By January 10, 2026, it must send a report with data and any order to the Legislature's Energy Committee. The committee may use the report to propose a bill in the next session.
