Caregivers can sell, furnish, or move medical cannabis on property they own, lease, or rent, if the lease allows it. They can also do this at trade shows and other industry events. They may deliver to a qualifying patient or registrant if it happens on property owned or rented by the caregiver, patient, or registrant, or on public property that is not a municipal safe zone. Sales and deliveries remain illegal in any public space where the law bans them.
The Office of Cannabis Policy posts all registration and renewal forms online as PDFs or similar files. The files do not need special software or hardware. The office also provides paper copies at the office. This makes it easier to apply or renew.
By January 9, 2026, the Office of Cannabis Policy must provisionally adopt rules for the medical cannabis research grant program. The office must send those rules to the Legislature for review by that date. These are major substantive rules and need legislative review.
The oversight agency reports total gross sales of medical cannabis for the current and prior fiscal year. It also reports the sales tax from those sales that went into the General Fund.
