State will study climate damage costs

The law requires the Maine Department of Environmental Protection to assess what greenhouse gas emissions cost the State from January 1, 1995 through December 31, 2024. The study lists effects on health, natural resources, biodiversity, farms, the economy, flood preparedness, and safety. It calculates what the State has spent and expects to spend for each effect. It also calculates what the State has spent and expects to spend to reduce those harms. The department may hire a consultant. The report is due to legislative committees on environment and natural resources, labor, judiciary, and energy, utilities and technology by January 1, 2028. The law provides $600,000 in 2026-27, and no funds in 2025-26, to pay for contracted support.
