4 provisions identified: 1 benefits, 2 costs, 1 mixed.
Outdoor growing means March through December using mostly sunlight; everything else is indoor. Caregivers must choose plant counts or canopy and cannot mix methods or use both indoor and outdoor options. Indoor option: up to 30 mature and 60 immature plants with unlimited seedlings, or up to 500 sq ft mature and 1,000 sq ft immature canopy. Outdoor-only option (March–December): up to 150 mature plants or 2,500 sq ft mature canopy; up to 300 immature plants or 5,000 sq ft immature canopy; unlimited seedlings. Caregivers may keep all cannabis they harvest from these grows.
Caregivers who use the outdoor-only option must pay an annual registration fee. If you register by plant count, you pay $50 to $240 for each group of up to 30 mature plants. If you register by canopy, you pay $50 to $1,500 for up to 2,500 sq ft of mature canopy in the year. You must tell the department your total plants or canopy for that calendar year and stay under the legal maximum.
The Office of Cannabis Policy may waive a test when no certified Maine lab can do it. The office cannot set a total yeast and mold limit below 100,000 colony-forming units per gram. This eases testing when labs are unavailable but also sets a safety floor.
You must keep plants in an enclosed area with locks. You may remove plants only for allowed transport. Keep mature plants, immature plants, and seedlings in separate areas. You may not have more than two cultivation areas, and you must tell the department where they are. Only you and a short list of supervised people may enter.
