Help for towns' shoreline legal costs

The law creates a fund to help cities and towns that incurred or expect to incur legal costs to enforce shoreland zoning rules. The Department of Environmental Protection runs it, may use fund money for its own costs, and the fund keeps interest and carries forward unspent money. The department sets standards for aid and for when towns must repay after a settlement or final court decision. Beginning April 15, 2026, up to $100,000 from shoreland zoning penalties is deposited each year (or all penalties if less). The state also transfers $100,000 from the General Fund by September 1, 2026, allocates $100,000 for FY2026–27 aid, and funds one specialist ($79,114 pay; $22,767 other) to run the program.
