2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Matinicus can borrow to fix power plant

The law lets Matinicus Isle Plantation sell general obligation bonds to fund repairs, upgrades, and equipment for the island power plant. Payment schedules for principal and interest must follow Maine Public Utilities Commission rules. This gives the island access to money for urgent work and can improve power reliability and safety. The act takes effect when approved.

Matinicus taxes and electric rates can rise

After the plantation issues those bonds, it can use local taxes to cover up to 50% of yearly bond payments and up to 50% of current operating costs. The municipal officers can also sell revenue bonds, and they set, revise, and collect electric rates, fees, and other charges by regulation. They may appoint a bonded collector to take payments. Property taxpayers and power customers can see higher tax bills and electric bills as a result.
