The law directs the Governor's Energy Office and the Office of Policy Innovation and the Future to design a pilot home energy navigator and coaching program. It serves residential consumers, meaning homeowners and renters, with a focus on low-income and underserved communities. Coaches help you understand energy efficiency and clean energy options to lower your home energy costs. They guide you to grants, rebates, financing, and other incentives. They help you rank energy-saving steps, including weatherization that can cut heating and cooling loads. They also help you review contractor recommendations, costs, and payment options. The design limits program liability and uses grant funds and private partners to run the pilot. The offices consult with community groups, tribal governments, Efficiency Maine Trust, Maine State Housing Authority, and the Office of Community Affairs. A report on the design, costs, target households, and timeline is due to the Legislature by February 2026.
