The law adjusts pay schedules for executive branch workers when union deals are ratified by December 31, 2025. It also updates pay for agreements made between May 1, 2026 and December 31, 2026; this rule does not cover successor contracts that start on or after July 1, 2025. The state can use the Salary Plan account and move Personal Services money within the General Fund and the Highway Fund in fiscal years 2025-26 and 2026-27, with Budget Officer recommendation and the Governor’s approval, to pay these costs. Transfers from the Salary Plan can cover up to the full amount accrued when an agreement is reached. To fund the $2,000 October 2024 lump-sum payment, the state may transfer up to $9.13 million and must return any leftover by July 31, 2025.
The state must offer voluntary options like a 50% workweek, flexible staffing, or unpaid time off. You can join only with your appointing authority’s approval. If approved, the state keeps paying your health and dental based on your workweek before you changed hours. Your life, AD&D, supplemental, and dependent insurance amounts stay based on your prior scheduled hours. These options can lower your pay but keep your coverage levels.
The Governor can choose to give similar pay or benefits to certain workers who are not in bargaining, like new, temporary, or seasonal staff in classes covered by a unit. The Governor can also extend this treatment to confidential employees, including probationary staff, who are excluded from bargaining. Unclassified employees whose salaries the Governor sets can receive similar adjustments too. These changes happen only if the Governor approves them.
The Department of Administrative and Financial Services can be repaid from the Salary Plan account for costs to resolve, administer, and carry out bargaining agreements. The state can also reimburse up to $1 million for a consultant study of the executive branch job classification system, due by December 31, 2025. These reimbursements cover department costs and do not pay individuals directly.
