Cyberattacks on state or critical systems now count as terrorism. This helps state responders and police treat these acts as terrorism.

The state keeps some security plans and risk reports secret when release could put people in danger. These records are made to prevent or prepare for terrorism. Lawmakers and local officials may see them if they keep them from further sharing. The law uses the same terrorism definition across these records and emergency laws.
