Funds for Blue Ribbon Commission lawmakers
The law provides $2,360 each year to cover costs for legislators serving on the Blue Ribbon Commission. Each year includes $440 for personal services and $1,920 for other costs. The same amounts apply in FY2025-26 and FY2026-27. These appropriations take effect January 11, 2026.
New statewide EMS oversight commission
The law creates an 18-member EMS Commission to monitor Maine’s EMS system. It files a yearly report with resource needs, funding ideas, program reviews, and the status of town EMS plans. First appointees serve staggered 1-, 2-, and 3-year terms. The commission has a quorum of 10 and can seek outside funds. These rules start January 11, 2026.
Public campaign on how EMS works
Maine EMS develops and runs a public information campaign about how EMS works and is funded, as resources allow. The department reports on the campaign’s development and planned rollout to the Criminal Justice and Public Safety committee as resources allow. If resources allow, the campaign starts by July 1, 2026. These requirements start January 11, 2026.
Towns must post EMS plans
Municipal officers must adopt a written plan for how ambulance transport is provided. When they adopt or change it, they must post it like an ordinance and send it to Maine EMS and the state EMS commission for data. These rules start on January 11, 2026.
