Funds carried forward for motor vehicle upgrades
The State Controller carries forward up to $11.5 million after FY2024-25 for motor vehicle projects. Up to $9 million in All Other can move to FY2025-26, with up to $2 million for BMV modernization and up to $7 million for the new general issue license plate project. Up to $2.5 million in unspent Personal Services and All Other also moves to All Other to keep BMV modernization going.
Transportation funds shift to capital projects
The law moves FY2024-25 Highway Fund money from payroll to projects. It cuts Transportation Department personal services by $15 million one-time based on expected vacancies. It adds $15 million one-time to capital projects in the Multimodal Transportation Fund. It also lowers an Other Special Revenue ‘All Other’ line by $138,121 to match the December 1, 2024 revenue forecast.
Motor Vehicles staff pay upgrades
The law upgrades three Bureau of Motor Vehicles positions in FY2024-25. Two Senior Motor Vehicle Section Managers become Regional Motor Vehicle Service Managers, funded at $17,385 ($16,664 pay, $721 other), retroactive to February 2024. One Secretary Specialist becomes Public Service Coordinator I, funded at $15,132 ($14,504 pay, $628 other), retroactive to June 2024.
Pay upgrades for two State Police
The law funds two State Police pay changes in FY2024-25 from the Highway Fund. One Office Associate II is reclassified to Office Specialist I with $11,116, retroactive to February 28, 2024 ($10,984 pay, $132 other). One State Police Specialist is reorganized to Specialist Corporal with $13,019 for pay. These are one-time FY2024-25 allocations.
More funds for motor vehicle services
The law adds FY2024-25 Highway Fund money to keep motor vehicle services running. It provides $121,808 for higher technology costs, $43,850 for higher postage, and $147,194 for higher contract costs to issue driver’s licenses and state ID cards.
