The law requires the Maine Department of Education to review teacher mentoring in all public schools with help from the Maine Education Association, the Maine School Management Association, and Educate Maine. The review counts, by school administrative unit, teachers with emergency, conditional, or new teacher certificates who have under 3 years of experience. It checks whether each of those teachers is assigned a mentor. It includes principal interviews and a summary of each program’s structure, mentor training, and any stipends. The Department must submit a report to the Joint Standing Committee on Education and Cultural Affairs by February 15, 2026, and the committee may propose related laws. The law provides a one-time General Fund appropriation of $5,000 in fiscal year 2025-26 for contracted staffing to complete the review; no funds are provided for 2026-27. This law does not create a new statewide mentoring mandate.
