Preapproved building plans to speed permits
The law provides $200,000 in fiscal year 2025-26 from Other Special Revenue Funds to the Maine Office of Community Affairs. The office hires a consultant to create a set of preapproved building types. Towns may choose to adopt these model plans; they are not required to. If a town adopts them, permit reviews can be faster and cheaper for homeowners and builders. This is one-time funding; the 2026-27 allocation is $0.
In-person focus groups for housing plans
The Office of Community Affairs and its consultant must hold in-person focus groups. These meetings are part of creating the preapproved building types. Face-to-face input helps residents and builders be heard. But attending in person can take time and travel for some people.
