From fiscal years 2019–20 through 2024–25, Efficiency Maine Trust uses certain capacity payments from a regional transmission organization to fund incentives. The money goes into the Heating Fuels Efficiency and Weatherization Fund. Incentives back beneficial electrification measures that are cost‑effective and lower electric rates over their life. Examples include high‑performance air‑source heat pumps and electric vehicles. The law does not set exact incentive amounts.
The Efficiency Maine Trust board can apply for and receive grants from public and private sources and put them into program funds. It can also deposit bond proceeds and grid capacity payments tied to trust‑funded projects into those funds. Money transferred from the Energy Infrastructure Benefits Fund must be placed in trust program funds and used as allowed under subsection 4‑A. These steps keep more resources available for efficiency and electrification programs.
