Maine unhoused drivers can pay excise tax to state

You normally pay your motor vehicle excise tax in the town where you live. If you are a Maine resident without a place to live, you can pay the excise tax to the Secretary of State. This applies only if your vehicle was previously registered in Maine to you, the Secretary confirms your town or city refused to take your excise tax, and you hold a Maine driver’s license (Title 29-A, section 1251). The law does not change tax rates or exemptions.
