Consumer seats drop from four to two, and consumers must be independent of payors and providers and come from a statewide consumer list. Employer seats drop from three to two, with one from a statewide health purchasing coalition list and one from a statewide chamber of commerce list. Provider seats drop from nine to four and still include named roles chosen from statewide groups, such as a hospital or health system representative and two physician seats (one not tied to a hospital or health system).
