Local boards educate, advise, and seek funds
The board prioritizes work overseen by the local health officer. It may educate the public on health issues, in consultation with the Maine Center for Disease Control and Prevention, using scientific approaches that follow laws and safety rules. It may propose health ordinances that do not conflict with other laws or safety rules. It may advise select boards, councils, staff, and other town departments on health matters. It may work with nonprofits, businesses, and others to support public health. The board can ask the municipality for permission to apply for outside funding. Any outside money it receives must follow municipal financial rules.
Local public health boards and rules
The law lets each town or city create a local board of health. The board has 3 to 7 appointed members, plus the local health officer. If a clinician is available, at least one member is a physician, advanced practice nurse, or physician assistant. Members must have knowledge or experience in medicine or public health and, to the extent possible, reflect the community. Backgrounds can include public health nursing, community mental health, social work, or communications. First terms are staggered at 1, 2, and 3 years. After that, terms are 3 years. The local health officer is the secretary and keeps records of meetings. The board is advisory only and cannot direct the local health officer or any municipal staff.
