Higher tax exemption for singles

Beginning January 1, 2026, the state exemption for single filers and married filing separately rises from $12,000 to $15,000. This lowers taxable income by $3,000 each year for those filers. It can reduce your Maine income tax bill.

3.07% raise to MaineCare rates

The law directs DHHS to seek federal approval for a 3.07% cost-of-living raise to certain MaineCare payment rates. Some rates take effect July 1, 2026 (Section 97 Appendices B and D); others take effect January 1, 2027 (multiple Sections and Appendix C). Funding in FY 2026-27 includes $841,377 (state), $1.24 million (federal), and $122,894 (block grant) for Section 28; $1.60 million (federal) and $36,304 (block grant) for Appendix B/D; and $811,754 (state) for child Medicaid mental health services. Higher provider payments aim to support access to care for MaineCare members. CMS must approve the changes.

More community services for seniors

The law provides $3 million to the Office of Aging and Disability Services to meet unmet needs of older adults. The money goes to area agencies on aging based on local priorities. It supports in-home care, case management, meals, wellness, caregiver respite, outreach, volunteers, and information and referral.

Electric bill help shifts to ongoing

The law provides $7.5 million in FY 2026-27 to help low-income households pay electric bills through the Maine State Housing Authority. It also removes a separate one-time $7.5 million allocation. Eligible low-income households can still apply for help with electric bills.

Preschool meal grants shift to ongoing

The law sets an ongoing $375,000 in FY 2026-27 to fund meals for students in off-site public preschool programs. It also removes a separate one-time $375,000 for the same grant program. Schools can use the ongoing funds to provide breakfast, lunch, and a snack.

State shifts $1.65M between funds

By June 30, 2027, the State Controller transfers $1,653,131 from the MaineCare Stabilization Fund to the General Fund’s unappropriated surplus. This moves money between state accounts and does not pay households directly.
