Maine cities cannot ban homeless shelters

The law stops Maine cities and towns from banning homeless shelters. A homeless shelter means a place whose main purpose is to give temporary overnight housing to people without housing. It includes dorm-style or unit-style setups, or both. Local governments can still set reasonable rules under home rule, but they cannot block shelters.
