Funding for youth diversion pilots

The state provides $151,811 from the General Fund for FY 2026-27 to run this work. It pays for one Public Service Manager I and related costs. No funding or positions are provided in FY 2025-26. The 1.0 FTE position begins in 2026-27.

Task force to divert youth from court

The Department of Corrections convenes a 12-member task force to expand safe diversion from juvenile court. The Commissioner appoints members, including corrections staff, a DHHS youth behavioral health expert, a juvenile judge, a prosecutor, a defense attorney, a university researcher, a community diversion leader, a youth law expert, and people with lived and family experience. The task force collects data on pre-court diversion, including “no further action” and informal adjustments, and finds barriers and fixes. It sets up at least three pilot sites across Maine, when possible, to test diversion methods. It also develops a family-engaged case planning process for youth under supervision. By January 1, 2028, the Commissioner sends a report with findings and recommendations to the Legislature’s criminal justice committee.
