Privacy rules for DHHS complaint records

Beginning June 17, 2025, the department keeps the identity of people who file complaints confidential unless a court orders release. Other investigative records become public when the case ends, unless another law requires secrecy. During an investigation, the commissioner can share records only with certain staff or other agencies to prevent imminent, serious harm. The commissioner cannot delegate that decision.

Micropigmentation licenses: biennial fee and inspections

Beginning June 17, 2025, micropigmentation licenses are issued every two years with a fee capped at $150. That fee includes the biennial inspection, and the department may inspect at any time. Licenses expire on September 30 two years after issue and renew every two years. A license issued in error is void and must be returned on demand. All fees go to a special health inspection account.

State license required for electrology

Beginning June 17, 2025, you must hold a state license to practice electrology. Licenses last one year from the issue date. If the department issued a license by mistake, it is void and must be returned after notice by hand or certified mail.

Tattoo and piercing license fees and inspections

Beginning June 17, 2025, tattoo licenses run one year, with fees capped at $250 per year. If you do both tattooing and body piercing, the combined annual fee is capped at $300. Body piercing licenses are annual, with fees capped at $250 and including one annual inspection and one follow-up. The department can charge up to $200 for each extra inspection and add a penalty if that bill is unpaid after 30 days. Licenses issued in error are void and must be returned. All fees go to a special health inspection account.

Food and lodging license fees and transfers

Beginning June 17, 2025, restaurants, lodging places, camps, pools, spas, and campgrounds must pay a department-set license fee within legal caps. Fees are not refundable, and licenses are not transferable except as allowed by law. The state deposits all fees into a special health inspection account. If a licensee dies, the license can move to the personal representative, receiver, or trustee for the estate for one year. While that appointment is pending, the department may approve the spouse, a petitioning executor, the sole heir, or a person chosen by all heirs to run the business. The department may require documents and must approve anyone who operates.
