Yearly plan to raise Maine R&D spending
Beginning May 29, 2025, the Maine Economic Growth Council reviews the state’s innovation plan and makes yearly budget recommendations. The advice includes specific bond levels and General Fund amounts. By June 1 each year, it sends the recommendations and an update on last year’s R&D funding to the Governor, the Legislature, and the business, research and economic development committee. By December 1, it sends another update to the Governor and to the research and economic development committee and the appropriations and financial affairs committee. That update totals statewide R&D commitments and shows data on commercializing lab projects. The goal is to reach the national average for R&D spending by 2030 and keep it after. After reviewing the update, those committees may file bills to act on the recommendations.
