Mentoring plan with youth input and pay

The Youth Leadership Advisory Team must study proven mentoring programs and recommend a model to DHHS. The model must include training for mentors, staff, and youth leaving extended care. It must set multiple data collection points and a plan to analyze results. DHHS must allow paying youth who help design the program, including supplies and travel.

One-time funds to study youth mentoring

The law adds $20,000 in fiscal year 2025-26 to DHHS’s contract CFS-25-627 with the Youth Leadership Advisory Team at the University of Southern Maine. The money comes from a one-time General Fund appropriation to the State-funded Foster Care/Adoption Assistance program. It pays to evaluate mentoring options for youth who have extended care and support agreements under state law.

Report due and committee can file 2027 bill

DHHS must send a report to the Health and Human Services Committee by January 2, 2027. The report includes the Team’s recommendations, youth viewpoints, and DHHS’s response. The committee is authorized to file related legislation to the 133rd Legislature in 2027.
