Easier approval for big power lines

Developers of high-impact electric transmission lines get a simpler path to approval. The law treats a project as having the required majority legislative approval when it is approved for a contract after a competitive procurement run by the Maine Public Utilities Commission or another state agency under Title 35-A. This applies only to projects that win such state-run procurements. It reduces one approval hurdle for qualifying projects.
