Permanent PTSD presumption for first responders

It applies to law enforcement officers, corrections officers, 9‑1‑1 dispatchers, firefighters, and EMS personnel. The law removes the October 1, 2025 sunset and makes this presumption permanent. It takes effect immediately upon approval, so claims can rely on it now.
