3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Paying turnpike bonds and upgrades
The law assigns $132,277,074 in 2026 to meet bond payments and fund projects. It sends $44,392,528 to the Debt Service Fund and $42,000,000 to the Reserve Maintenance Fund. It applies $43,441,746 from the General Reserve Fund to capital improvements. It also assigns $2,442,800 to debt service under a special obligation bond resolution. This keeps debt current and supports turnpike upgrades.
Flexible budget moves and carryforward
The law lets the Authority move money between budget items before the year-end books close. General Contingency funds can be moved any time before closing. Other transfers need review by the Legislature’s transportation committee, with financial statements sent 30 days in advance. The committee can waive the 30-day wait for emergencies. Encumbered balances carry forward to the next year so committed work keeps its funding.
Turnpike operating budget for 2026
The law funds Maine Turnpike operations in 2026 with $58,939,550. Line items total $56,132,905. A General Contingency is set at 5% ($2,806,645) and may go up to 10% if needed. Money covers administration, maintenance, fare collection, public safety, and building upkeep for the calendar year ending December 31, 2026.
