Beginning January 1, 2026, the state keeps and posts competitive bidding records on a public website. This includes waiver notices, solicitations, Q&A summaries, evaluation packets, and award letters. All proposals tied to a solicitation that leads to an award are public, unless another law says otherwise. Records are preserved and posted following the Maine State Archives’ retention schedules. The Department of Administrative and Financial Services must also try to find and publish past waiver notices and their supporting documents, as records allow.
