Bill Overview

Analyzed Economic Effects

4 provisions identified: 0 benefits, 3 costs, 1 mixed.

What insurance apprentices can and cannot do

Beginning January 1, 2026, an apprentice license lasts up to 180 days and cannot be renewed. After 180 days, you must get a full producer license to keep doing licensed work. You may only work on risks located in Maine and only in the lines your sponsor is licensed to handle. You may not act as an insurer’s agent unless the insurer appoints you. You are barred from work under the Affordable Care Act, long‑term care insurance, annuities, and any life insurance activities.

Sponsor rules and limits for apprentices

Beginning January 1, 2026, sponsors must apply to supervise apprentices. A sponsor must have held a Maine producer license in good standing for at least one year and have no license restrictions. If a sponsor employs an apprentice, the sponsor is legally responsible for all of the apprentice’s acts. The superintendent can limit you to no more than two active apprentices in a calendar year, and can limit duties or revoke approval for rule breaks or risks to the public.

Get a Maine apprentice insurance license

Beginning January 1, 2026, you can get an apprentice insurance producer license without passing the exam. You must be at least 18 and live in Maine, and stay a resident during the apprenticeship. You cannot have held or been denied a producer or apprentice license before in Maine or another state. You must work for a Maine‑licensed producer who files a form to supervise you and take responsibility. You must meet other producer license rules, apply on the superintendent’s form, and pay the temporary licensing and any application fees. The superintendent may ask you and your sponsor for more information during review.

Reporting and oversight for apprenticeships

Beginning January 1, 2026, apprentices and sponsors must report actions involving the apprentice the same way producers report. If employment or sponsorship ends early, both must notify the superintendent within five business days. The superintendent can issue routine technical rules for apprentice licensing and sponsorship, including which insurance lines are allowed and standards for commissions. These rules support ongoing oversight to protect insureds and the public.
