Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Responders' peer support talks are private

If you get peer support after a critical incident, your talks and records are private. This covers police, fire, EMS, 911 call centers, corrections, and other defined providers and their peer teams. Peer helpers and team members cannot be forced to testify about those talks without your consent. Only non-identifying statistics may be shared for evaluation. Disclosure is allowed when required by law or when the provider reasonably believes you are a danger to yourself or others. Programs must use trained peers and follow national standards.

Old peer support law repealed

The law repeals Maine's old rules for critical incident stress teams and peer support. Maine now uses a new framework with clear definitions, training standards, and strong privacy rules described above. This shifts oversight from a team-only model to a broader peer support system for public safety and emergency response. The law text does not state an effective date.
