Beginning April 25, 2025, utilities with net energy billing must track kilowatt-hour credits that expired in the prior calendar year. They must send the money value of those expired credits to program administrators by April 1 each year. The money goes to the statewide low-income electricity assistance plan and other programs the Commission designates, to help people on low-income electricity assistance. Utilities also must report how many credits expired and their dollar value. This applies only to credits that expire under net energy billing.
