The Maine State Housing Authority runs a new Middle-income Housing Support Program. It gives loans or grants to build or fix homes. Help is aimed at renters at or below 120% of area median income (AMI) and buyers at or below 180% of AMI. Middle income means income up to 200% of AMI. The fund is revolving, can take state, federal, or private money, and uses short-term loans when possible. The Authority sets a sliding scale so lower-income occupants get more help and issues written guidance and rules.
The Housing Authority provides taxpayers and the State Tax Assessor with the certifications and notices needed to decide housing tax credit eligibility and amounts each year. Rules for running this credit are routine technical rules, so they move through a faster process. This helps eligible filers get timely and accurate credits.
By January 15 each year starting in 2027, the Housing Authority reports on the new program and fund use to the housing committee. For federal emergency rental help, the Authority must send the committee copies of any reports it sends to the U.S. Treasury or the Governor within 7 days. If no federal or Governor report is required, the Authority sends the committee an annual rental assistance report starting January 15, 2022.
The law opens a special revenue account to spend money for the fund. It sets $0 for fiscal year 2025-26 and $500 for 2026-27. This provides base spending authority for money the fund receives from other sources.
