Where and how to file to end parental rights

The law sets clear steps to file a case to end a parent's rights. You must file the petition in District Court. If a court already decided parental rights before, you file in that same case. The petition must be sworn. It must list the child's name and date and place of birth; your name, address, and your relationship to the child; each parent's name; a short summary of facts that support ending rights; and what a termination order means. It must also tell the parent that they have a right to a lawyer and to ask the court for a lawyer if they cannot afford one.
