Help for local redevelopment using best practices
The Authority can help Maine entities that are doing redevelopment work when they ask. This help must follow best practices set by the Development Ready Advisory Committee. The goal is to make local projects run better and faster.
Land bank can partner with public and private
The Authority can make formal deals with towns, counties, regional planning groups, state agencies, and local or regional land banks. These deals can include getting property or rights when a local government declares it needs help. The Authority can also work with federal agencies to get funding for properties it owns. It can make agreements with private people or companies too, but any property purchase needs consent from the town. In unorganized or deorganized townships, the Maine Land Use Planning Commission must consent.
Land bank can take more problem properties
The Maine Redevelopment Land Bank Authority can now acquire more types of troubled properties. It can take properties it finds abandoned, blighted, functionally obsolete, or environmentally hazardous. Towns or counties can also ask the Authority to take a property they cannot fix. Signs of abandonment can include boarded or broken windows or doors, utilities shut off or used very little, no furnishings, a code officer finding it unfit, reports of trespass or illegal acts, or a mortgagor’s death with no heirs in possession. Blight can include dangerous conditions, extreme overcrowding, or tax debts that exceed the land’s value.
Land bank gets full corporate powers
The Authority can use the same general corporate powers as other Maine corporations. This helps it run projects, make agreements, and manage property statewide.
