State launches Swan Island access group

The Department of Inland Fisheries and Wildlife sets up a Swan Island access and resilience group. Members include leaders (or designees) from Inland Fisheries and Wildlife, Economic and Community Development, the Office of Policy Innovation and the Future, and Agriculture, Conservation and Forestry. It also includes a Richmond tax‑increment financing official and a local nonprofit representative. The group must give public notice for its meetings. The law does not add funding or change land ownership.

Swan Island access, ferry, and facilities plan

The group maps barriers to public access and how to fix them. It studies ferries or other public transport, and needed docks, campgrounds, education sites, and historic sites. It assigns roles for operations, upkeep, and land care, and explores funding such as land and water conservation funds, tax‑increment financing, and public or private resilience programs. It gives a timeline, cost estimates, and any needed changes to law or rule. The final access plan, with documents and an implementation date, is due on or before May 1, 2026.

Swan Island plan report and next steps

The Department must send the final Swan Island access plan and any proposed laws to the Inland Fisheries and Wildlife committee by January 1, 2026. The committee can introduce a bill in the next regular session based on that report. The law also lets the Department start carrying out the plan before or after January 1, 2026.
