Housing access and limits for service-dog trainers

Minnesota law gives people actively training qualifying service dogs full and equal access to covered housing, without extra dog charges. Training must be supervised by an organization accredited by Assistance Dogs International or the International Guide Dog Federation. Landlords or homeowners association boards can require written certification from that organization. Trainers must pay for damage the dog causes, and the accommodation ends when training is complete. Covered housing includes property used or intended as a home, residence, or sleeping place. It excludes single-family homes where occupants rent out or otherwise provide only one room for payment. The homeowners association definition includes common interest communities, whether or not Minnesota's common interest community law applies, and other residential communities.
