Clearer payment information for public contractors

On Minnesota public improvement projects, agencies must send free payment notices to contractors and subcontractors at every tier. Notices are due within 3 business days of each progress, retainage, final, or other payment. They must list the amount, date, recipient, work or payment-application details, withholding reasons, and terms for money held back. Public contracts and payment systems cannot restrict, delay, or block a party from submitting an invoice. Any contract or process that does so is void and cannot be enforced.
