Governor must follow annual address rules
The Northern Mariana Islands Governor must deliver a State of the Commonwealth Address to the Legislature no later than March each year. It reports on Commonwealth affairs and measures the Governor considers needed or desirable. The address can be live, recorded, or written. For a live address, the Governor must notify the Senate President and House Speaker in writing at least 45 days ahead. That notice must give the proposed date and time. Both houses must pass a joint resolution setting the time and place; otherwise, the Governor must use writing or a recording. Written or recorded addresses must go to the Senate President and House Speaker for delivery to members.
