Retailers must report monthly betel nut sales to the Department of Commerce by the 5th business day. Reports must list total units, product types, estimated nuts per product, and package counts. The Department keeps the data confidential and may share summaries with health agencies. A license to import or sell betel nut depends on full compliance. Violations can suspend or revoke it.
The law requires warning labels on all betel nut products and containers in the CNMI. Use two different warnings each year: January 1–June 30 and July 1–December 31. From January to June, one label is a black circle at least 1.5 inches with a red warning symbol. Stores must keep betel nut behind the counter and only hand it to legal-age buyers. The Department of Commerce can set label specs, and nonprofits may donate labels. Enforcement of labeling and display starts October 1, 2025.
