CNMI public-school Chamorro and Carolinian teachers must hold a Language and Culture Certificate, alongside other public-school qualifications. The State Board of Education must create a 16-week training program and tests of language fluency and cultural knowledge. Earning the certificate requires completing the program and passing the tests, but does not require a bachelor's degree. Certificate holders must receive at least the annual salary for Pay Level VI, Step 03 under the public-school salary schedule. The law does not give that pay level's dollar amount.
By School Year 2025-26, CNMI public schools must include Chamorro or Carolinian language classes in their curriculum. High school students must complete one full year to graduate; middle school students must successfully complete one year for promotion. Schools must offer at least two years of instruction for students who want to continue. These classes count toward high school foreign-language credit.
