Effective now and rights preserved

The law takes effect when the Governor approves it or when it becomes law without approval. It does not change any contracts, ongoing cases, or civil or criminal liabilities that exist on that date. Existing rights and claims stay in force.

Hospital late fees to utility erased

The law erases all penalties, surcharges, and late fees the hospital owed the utility on the law’s start date. The main debt (principal) still must be paid. The hospital and the utility have 90 days to agree on the principal owed and the amount waived. If they cannot agree, the disputed amount is set to the average of each side’s totals reported on April 25, 2025. The utility must remove the waived charges from its books using audit standards.
