The government deposits $2,810,688.75 (about $2.81 million) into the retiree health and life plan for fiscal year 2026. The money pays the employer share of premiums for GHLI retirees. This keeps retiree coverage from being ended. The funds come from $3,747,585 (about $3.75 million) in 2026 revenues the Governor identified.
The Secretary of Finance can use $3,747,585 (about $3.75 million) in 2026 revenues to make the school and retiree payments in this law. This authority applies even if other laws say otherwise. It does not create a new appropriation or raise the 2026 budget ceiling.
The government allocates $936,896.25 (about $0.94 million) to the public school system for fiscal year 2026. This equals 25% of $3,747,585 (about $3.75 million) in 2026 revenues the Governor identified. The money must be used as required by Article XV, Section 1(e) of the Commonwealth Constitution.
