Third District gets $2 million for projects
The law sets aside $2 million from dividends the Commonwealth Economic Development Authority collects from the Commonwealth Utilities Corporation. This funding overrides any conflicting law. The Department of Finance gets $1 million to pay obligations or fund local projects in the Third Senatorial District. The development authority gets $1 million for economic development tied to local projects in that district. The money can be redirected to any other purpose and has no fiscal-year deadline. The Finance Secretary or a designee controls spending for both allocations. Once the funds run out, the Secretary must report all expenses to the Saipan and Northern Islands Legislative Delegation chairperson. The law preserves existing contract rights and liabilities; it does not create direct household payments.
