Saipan projects and scholarship office receive funding
The law provides $380,000 for the Third Senatorial District from Saipan Local Law 22-06 revenues, as amended. The Saipan and Northern Islands Legislative Delegation gets $300,000 for projects, controlled by its chairperson or designee. Navy Hill Basketball rehabilitation gets $30,000, controlled by the Department of Public Works secretary or designee. The CNMI Scholarship and Financial Assistance Office gets $50,000, controlled by its board chairperson or the board’s designee. The law does not set individual scholarship amounts or eligibility rules.
Saipan funding carries spending and reporting rules
The appropriated funds cannot be moved to other purposes, but they do not expire at a fiscal year’s end. Those responsible for spending must report all expenses to the CNMI Department of Finance secretary by December 31, 2026. Recipient entities that fail to provide a full accounting become ineligible for future Saipan and Northern Islands Legislative Delegation funding. That penalty applies to the recipient entity, not a specific project.
