Each Tinian Stable Token represents $1 held in trust by the Treasurer; issuance and redemption are only for U.S. dollars. The reserve must always hold at least $1 for each token in circulation. It receives token sale proceeds, plus fees and taxes collected through the token system. Allowed assets are U.S. cash, 90-day Treasury bills, 7-day repurchase agreements backed by those bills, and stablecoins backed by those assets. The Treasurer cannot issue tokens or spend reserve money if that leaves too little backing.
The Commission can grant up to 10 internet gaming licenses, each lasting up to 20 years. Operators do not need a hotel-casino complex. Licenses cannot be transferred except as the law allows. Operators must use age-check software designed to block minors. Location checks must limit play to the Second Senatorial District—Tinian and Aguiguan—and places where online gaming is legal.
The Treasurer must set up and manage the token reserve account. Monthly written reports to the Mayor and district delegation must cover token circulation, issuance, redemption, and the account balance. The token issuance and redemption service is generally available. However, the Mayor and Treasurer can bar people they consider inappropriate from using it.
