Beginning July 1, 2025, purchases under Mississippi's COVID-19 distance-learning grant program count as emergency purchases. This lets schools use emergency purchasing procedures for technology and distance-learning plans covered by that program. Only purchases under the specified grant program qualify; this is not a general exemption for all school technology purchases.
Beginning July 1, 2025, Mississippi agencies and local governing bodies can screen bidders for construction projects costing at least $10 million. They must find that screening serves the state's best interest. Screening also covers renovation or restoration of the State Capitol or buildings designated Mississippi Landmarks for at least five years. Reviews may consider bidders' and proposed subcontractors' similar-project experience, past work, project teams, and financial stability. Solicitations must follow public bidding rules, and officials must decide who qualifies at least 15 working days before inviting qualified bidders.
