Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Telemedicine cannabis access for homebound patients

Beginning July 1, 2025, homebound or bedbound patients can get medical cannabis certifications through telemedicine. Another practitioner with an established practitioner-patient relationship must first document that status in writing. A medical, physical, or mental health condition or infirmity must prevent the patient from leaving home without another person's help. It must also cause the loss of independent transportation ability. The practitioner documenting this status must differ from the one issuing the cannabis certification.

Higher cannabis allowance for infused products

Beginning July 1, 2025, Mississippi measures medical cannabis amounts using Mississippi Medical Cannabis Equivalency Units, or MMCEUs. One unit equals 3.5 grams of flower or 1 gram of total THC in a concentrate or infused product. For infused products, that rises from 100 milligrams to 1 gram of total THC per unit. Patients can therefore get more infused-product THC within the same unit limit. These units are used to measure possession allowances and 30-day dispensing limits.

Cannabis businesses need state licenses first

Beginning July 1, 2025, medical cannabis establishment applicants must receive their state license before seeking local zoning or permits. The state license comes from the Mississippi Department of Health or Department of Revenue, depending on the establishment. Applicants cannot apply to a county or city for those local approvals before receiving that license.
