Beginning July 1, 2025, sellers do not need an odometer disclosure when transferring an ATV that has no odometer. Owners applying for titles do not need privilege-license tags for ATVs barred from Mississippi highways or other public places. These exceptions do not authorize driving in those places.
Beginning January 1, 2026, retailers pay no property tax on qualifying ATVs held on consignment or through floor-plan inventory financing. The exemption applies while the retailer holds the ATV on either basis. The law does not require retailers to pass savings on to buyers.
Beginning July 1, 2025, ATVs are excluded from the special decal program for communication with law enforcement. Owners cannot use the program's decal on an ATV, even with a qualifying health condition or disability affecting communication.
Beginning July 1, 2025, Mississippi requires titles for ATVs, including utility task vehicles, manufactured, assembled, or first sold for use after that date. Owners may voluntarily title other models; anyone bringing an ATV from a state requiring titles must apply within 30 days. Dealers must give buyers a free title application and forward required documents to the state; violations carry a misdemeanor fine up to $500. A standard title costs $9, and a designated agent may charge a $1 commission. Titling does not require a road or bridge privilege license or allow driving on highways or other public places.
Existing secured claims on previously registered ATVs keep their legal protection if established under another Mississippi law by July 1, 2025. This applies only when the ATV does not require a title under this law, and lasts until the original protection lapses. The state may also issue a title warning for a previously registered ATV about a possible hidden lien created before July 1, 2025. It can do so when it is not satisfied the ATV is free of such claims. The warning does not prove a lien exists.
